Mostly the people in Eastern Europe do not support the deals that their governments make. During the Iraq war there were like 80-90% of the people against supporting the US war. The governments simply did what they wanted anyway. The effect of being "subjects of Soviet rule for 40 something years" seems to have had more of an effect on the peoples acceptance of authority than in making them agree with it. Even in Western Europe many of the populations would love to get out from under NATO, only the governments will hear none of it. In-fact, NATO is half the reason Ireland wouldn't sigh the EU constitution a few months back.

also keep in mind that the governments of Poland and the Czech rep are filled with people that were the subjects of Soviet rule for 40 something years. I'm thinking many still have an ax to grind with Moscow. You note that those missiles do nothing but piss off Russia, that's prob what they're counting on.
